Subscribers understands when subscribing to the service that NYSOEM cannot guarantee 100 percent delivery of the message in a timely manner. NYSOEM utilizes third parties' infrastructure to deliver messages such as faxing, Short Message Service (SMS), and voice calls that may be unavailable due those third parties' infrastructure issues. These may be due to weather, power, acts or war, etc. NYSOEM will make every effort to ensure this delivery but due to above unforeseen circumstances, cannot guarantee 100 percent delivery in a timely manner.
